NJ American Water - Cross County Water Supply Program - Project Control System Development and Implementation

NJ American Water (NJAW) company is a major supplier of potable water for majority of the state of New Jersey. NJAW supplies water to various counties and townships which, in turn, supplies it to their residential and commercial users through a network of local distribution systems. NJAW is constantly searching for new clean water sources and planning and constructing new and/or upgrading/rehabilitating their existing facilities under their capital expansion program.

The Cross County Water Supply Program (CCWSP) is one such program where NJAW contracted with five counties in central and southern New Jersey to satisfy the long-term water demands of the counties by constructing water intake facilities on the banks of Delaware River, constructing water purification plants and water storage facilities near the intake facilities and construct approximately 75-mile-long cross county main distribution trunk to supply water to the counties. Counties would then connect their own local storage and distribution system to NJAW main trunk and purchase water from NJAW.

RESPONSIBILITY:

To implement this capital expansion project, NJAW engaged Jois Construction Management to design and implement a Project Control System to effectively develop and monitor all Engineering and Construction projects associated with the water intake facilities, water purification plants and storage facilities and the construction of approximately 75 mile long cross county main distribution trunk. This involved interfacing with various engineering groups within NJAW, assessing their current business processes and practices, developing an overall enterprise structure (EPS) for NJAW organization, developing standardized resource and cost account structures, work breakdown structure (WBS), distinct types of activity codes and user defined codes and multiple calendars for various types of projects. As a part of the implementation, Jois Construction Management developed cost and resource loaded CPM schedules for individual projects and also integrated master program (IMS) to study the resource requirement vs. availability and cashflow requirements for overall Cross County Water Supply Program. Jois Construction Management developed project controls and CPM scheduling specification to be incorporated into NJAW standard contract requirements for planning, scheduling and monitoring of individual projects during design, construction and commissioning phases.

Jois Construction Management also developed a standardized reports library for use by various levels of NJAW management, developed standards and procedures manual, customized training manuals for NJAW project management and project controls staff, and guidelines for reviewing 3rd party schedules (AE Consultants and construction contractors).
