The Metropolitan Transportation Authority (MTA), the Lower Manhattan Development Corporation (LMDC), and the Port Authority of New York and New Jersey (PANYNJ), supported by the New York City Economic Development Corporation (NYCEDC), is in the Planning Study phase to prepare an Alternatives Analysis (AA) report and a Draft and Final Environmental Impact Statement (DEIS & FEIS) for a modal alternative to provide improved commuter and airport access between Lower Manhattan, Downtown Brooklyn, the Jamaica LIRR Station and John F. Kennedy International Airport. This planning effort will build on the findings of the multi-agency "Lower Manhattan Airport and Commuter Access Alternatives Analysis Study" and will evaluate all reasonable rail and non-rail alternatives for construction and operational feasibility, ride ship potential, and cost-effectiveness sufficient to meet the planning study regulations of the Federal Transit Administration and prepare a DEIS & FEIS.
RESPONSIBILITY:
Jois Construction Management is responsible for developing the resource and cost-loaded CPM Schedule encompassing the detailed scope of each major element of the project through the DEIS and FEIS phases. It involved creating a detailed WBS for the scope requirements and deliverables, developing a baseline plan, and modifying it as necessary for alternative scenarios. JCMS’ duties include attending monthly project coordination meetings, updating the schedule, tracking inter-related multiple deliverables for inclusion in the overall document submissions, analyzing the impact on the critical path, and preparing management reports.
