Amtrak will be designing and constructing new facilities to support the acquisition of new Intercity Trainsets at various locations throughout its system. These facilities will be developed on existing infrastructure and will be designed and constructed to accommodate Amtrak’s current and future fleet needs. The Intercity Trainset Facilities Program is a critical infrastructure element for Amtrak, enabling the maintenance, inspection, servicing, and crew onboarding of a future trainset fleet that are being procured. The implementation strategy for the Program includes a general site analysis and planning exercise at each location to implement the requirement for scheduled servicing and cleaning along with the periodic maintenance and inspection requirements of the new trainsets.

Responsibility:

Scheduling: Jois Construction Management has reviewed cost and resource loaded baselines and update schedules on behalf of major transit agency owners throughout the United States, with a particular focus on rail transit projects. The goal of schedule review is to ensure that the projects always maintain realistic high-quality schedules for the management team to timely identify and expose potential issues/risks.

Cost Estimating: Jois Construction Management will prepare the construction cost estimate at various Design Milestones - 30%, 60%, 90% and 100% design. The cost estimate will be developed in accordance with project procedures, and the principles and practices of the Association for the Advancement of Cost Engineering International (AACEI). Jois Construction Management will use a standard estimating Format and Microsoft Excel spread sheet template as required by AMTRAK. Jois Construction Management will support preparing Schedule of Values according to budget codes and establishing cost baseline of the project. Jois Construction Management will do the quantity take-off using OST software. Based on constructability aspects of the project, Jois Construction Management will develop appropriate productivity rates.
